前言

這次0403強震重創花蓮，臺南市也出動特搜隊前往災區支援，尤其在九曲洞這段與其他縣市隊員救出9人，而這次參與救災的49歲小隊長黃中毅，災經歷過賀伯颱風、921大地震、88風災，以及最近的高雄氣爆案、臺南0206強震維冠大樓倒塌，經驗豐富，他還記得當天早上準備下班前花蓮發生強震，同事也很有默契，各自整理裝備，等待集結命令。

This time, the 0403 strong earthquake severely hit Hualien, and Tainan City dispatched a special rescue team to the disaster area for support. Notably, in the Jiuqudong (Tunnel of Nine Turns) section, they rescued nine people together with team members from other counties and cities. Among the rescuers was 49-year-old team leader Huang Zhongyi, who has extensive experience in disaster response, having participated in relief efforts for Typhoon Herb, the 921 Earthquake, the 88 Flood, as well as more recent incidents like the Kaohsiung gas explosion and the Weiguan Building collapse during the Tainan 0206 earthquake. He vividly recalls that on the morning of the earthquake, as they were preparing to finish their shift, the strong tremor struck Hualien. His colleagues, understanding the urgency, instinctively began organizing their equipment, readying themselves to await assembly orders.

黃中毅小隊長回想起到花蓮支援九曲洞的救援，與各縣市配合救出9人，當搜救車輛抵達災區，仍有餘震跟落石，有顆落石砸中黃中毅搭乘的搜救車，很多隊員都很緊張，為放鬆情緒，只能各自忙著不斷檢查裝備，每個人裝備平均負重10多公斤，面對完全無法預測的環境，除了自己的求生、保暖裝備，還要替受困民眾準備。即使沒有餘震，落石也會無預警的掉下來，不只小隊長黃中毅，所有去花蓮支援的特搜隊員，都發覺這次的災害無法預測的程度更高，只要看見天空，就是用跑的，快速通過危險區域；除了落石天降危機，特搜人員還要留心腳下，因為地震的關係，腳下的泥土都是鬆軟的，很難辨識道路。

這個緊張心情，直到進入九曲洞中才稍微緩和，但無論隊員怎麼呼喊，隧道幽暗的深處只傳來落石聲、餘震，直到快到出口時，都沒有人回應。但當他看到地上出現腳印時，心中燃起一點希望，隊員聽到這個消息，提高音量，終於獲得受困者回應，那時候士氣很高昂，隧道逐漸變亮，他也看見曙光，因為他聽到受困者回應，大家背著10幾公斤裝備衝上前，當下的感動難以言喻。

黃中毅平安回到臺南後，所有隊員都接受黃偉哲市長及局長李明峯表揚及慰問。黃中毅說，這次救災經驗真跟以往都不一樣，但也希望有生之年別再遇到這種災難。今年他49歲，仍在做力量訓練，就是為了災難做準備，他說，如果哪天等體力不行了，就會到正常分隊服務，讓年輕隊員有機會挑戰自己。
